There were lots of expectations on Rakhee which has come in the combination of Krishnavamsi and NT Rama Rao. Especially, the film came when NTR is craving for a big hit. But surprisingly, the Krishnavamsi mark is missing in the film, as one can't find any creativity in the film. Moreover, in a bid to elevate the Hero's image, he conveniently forgot to build tempo among the audiences and they could easily guess the next scene.Ramakrishna @ Rakhee (NT Rama Rao) is the son of a TTE (Chandramohan). He stays with his grandfather (Kota Srinivasa Rao) and sister Gayatri (Manjusha). Bala Tripura Sundari @ Tripura (Ileana) is his neighbour, who stays with her mother (Rajyalakshmi). Tripura is a TV anchor working for Sri Devi Channel and always wants to highlight the problems faced by the women. Both Tripura and Rakhee are in love with each other.
Rakhee and his father perform Gayatri's marriage with a guy (Ravi Varma) who was about to fly to the US. They pay Rs 10 lakhs as dowry. However, the in-laws set her afire and kill her for more dowry. As Rakhee loves his sister, he decides to take revenge and kill Gayatri's in-laws, their advocate (Tanikella Bharani) and the police officer who supported them by pouring petrol and set them ablaze. He then takes the list of people who committed atrocities against women prepared by Tripura and kills around 40 people on a single day. The DGP (Saratbabu) appoints DCP Meenakshi Iyer (Suhasini) to deal with the case. In the process, Rakhee kills Home Minister's (Sayaji Shinde) son (Raghu) along with his friends as they were behind the gangrape of a girl. He then surrenders to the DCP through an assistant station master (Sunil) and arranges the reward announced by the police department for the marriage of Rakhee's sister in law Gowri (Charmme).
Enraged over the arrest of Rakhee, the women's organizations and girls stage protests. Hundreds of girls visit the village to tie rakhee to Rakhee. Home Minister plants a bomb and kills some of the girls on the jail premises. Gowri also dies in the mishap. This irks DCP, who takes Rakhee to the home minister's house and gets him killed through Rakhee. When the police produce him in court, Rakhee appeals to the judge to ensure safety to girls and women in the society. After pronouncing judgement to hang Rakhee, the judge (Prakash Raj) resigns to his post stating that he would argue on behalf of Rakhee as the society needs people like him.
