The UP Files is based on the story of UP's CM Yogi Adityanath's story. The movie is said to be a "reel reflection" of good governance of Uttar Pradesh. The screen name of character inspired by Yogi Adityanath is Abhay Singh. Despite revolving around CM's entry in the state, The UP Files is not claimed to be a biopic of the CM.

The UP Files features Manoj Joshi in the lead role as Abhay Singh, the CM of UP. Talking about the movie, Manoj said to HT, "I am highly inspired by Prime Minister Narendra Modi and the UP chief minister. But I have not tried to mimic anyone." He added, "The work of Yogi ji, which changed the perception of Uttar Pradesh and the progression it has achieved, surely are very inspiring and should be followed by chief ministers in other states."
