Why Was Kim Soo Hyun Prevention Act Was Formed?

According to the current laws, Kim Soo Hyun cannot be punished as the age limit in statutory rape in South Korea protects only 13-16 aged children, "The statutory rape of a minor only protects children from 13 to 16, so he cannot be punished legally. Although the law defines minors up to 18 years old, the age limit for statutory rape, which protects minors aged 13-16, allows pedophiles to evade the law. To stop this from happening again, I petition for the revision of the statutory rape of minors under the name of the 'Kim Soo Hyun Prevention Act'," the petitioner added.
