Directed by Vignesh Raja, the story of Kara is set in the year 1991, and the narrative takes inspiration from a war-like situation, similar to conflicts in West Asia, where oil depots were bombed, leading to large-scale destruction and fires. The story unfolds over a tense period of 16 days.

The story of Kara has been co-written by Alfred Prakash and Vignesh Raja. The duo earlier worked together on the critically acclaimed film Por Thozhil, which received praise for its gripping narrative.
