Rowdeela Charitra is a dubbed version of Malayalam movie "9kk Road"  and it is about how the rowdies in India use the politicians for their personal reasons and turning evils of society raising crimes.

The film showcases how the common people are affected due to them. The film also tells that it is just not sufficient if politicians exist, there should also be sincere employees who strive to be sincere and generous in serving the people.
