Toofan movie story woven around Raji (Nakshathra) who falls in love with her classmate Surya (Yashas). But Raji's parents select another boy named Chandan for her and they started to force her to marry Chandan. Raji tells Surya that she would tell Chandan the fact and come back to him. The remaing story moves on an expected line with Raji leaving chandan to meet Surya. But there is a curious turn in the climax.
